NEW 8/5/21 EXPIRATION NOTICE

IMPORTANT As of 8/5/2021, this KB is no longer available from Windows Update, the Microsoft Update Catalog, or other release channels. We recommend that you update your devices to the latest security quality update.

NEW IMPORTANT Release notes are changing! To learn about the new URL, metadata updates, and more, see What’s next for Windows release notes.

NEW IMPORTANT Windows 10, version 1809, will reach end of service on November 10, 2020 for devices running Windows 10 Home, Pro, Pro for Workstation, and IoT Core editions. These devices will no longer receive monthly security and quality updates that contain protection from the latest security threats. To continue receiving security and quality updates, Microsoft recommends updating to the latest version of Windows 10.

IMPORTANT Starting in July 2020, we will resume non-security releases for Windows 10 and Windows Server, version 1809 and later. There is no change to the cumulative monthly security updates (also referred to as the "B" release or Update Tuesday release). For more information, see the blog post Resuming optional Windows 10 and Windows Server non-security monthly updates.

IMPORTANT Starting in July 2020, all Windows Updates will disable the RemoteFX vGPU feature because of a security vulnerability. For more information about the vulnerability, seeCVE-2020-1036 and KB4570006. After you install this update, attempts to start virtual machines (VM) that have RemoteFX vGPU enabled will fail, and messages such as the following will appear:

If you re-enable RemoteFX vGPU, a message similar to the following will appear:

  • “The virtual machine cannot be started because all the RemoteFX-capable GPUs are disabled in Hyper-V Manager.”

  • “The virtual machine cannot be started because the server has insufficient GPU resources.”

  • "We no longer support the RemoteFX 3D video adapter. If you are still using this adapter, you may become vulnerable to security risk. Learn more (https://go.microsoft.com/fwlink/?linkid=2131976)”

IMPORTANT We have been evaluating the public health situation and understand the impact this is having on many of our customers. To help ease some of the burdens customers are facing, we are going to delay the scheduled end of service date for the Home, Pro, Pro Education, Pro for Workstations, and IoT Core editions of Windows 10, version 1809 to November 10, 2020. This means devices will receive monthly security updates only from May to November. The final security update for these editions of Windows 10, version 1809 will be released on November 10, 2020 instead of May 12, 2020.

Note This release also contains updates for Microsoft HoloLens (OS Build 17763.1518) released October 13, 2020. Microsoft will release an update directly to the Windows Update Client to improve Windows Update reliability on Microsoft HoloLens that have not updated to this most recent OS Build.

For more information about the various types of Windows updates, such as critical, security, driver, service packs, and so on, please see the following article.

Highlights

  • Updates to improve security when using Microsoft Office products.

  • Updates for verifying usernames and passwords.

  • Updates to improve security when Windows performs basic operations.

  • Updates for storing and managing files.

Improvements and fixes

This security update includes quality improvements. Key changes include:

  • Addresses an issue with a possible elevation of privilege in win32k.

  • Addresses an issue that causes apps that use Dynamic Data Exchange (DDE) to stop responding when you attempt to close the app.

  • Addresses an issue with the Group Policy service that might recursively delete critical files in alphabetic order from %systemroot%\system32. This issue occurs when a policy has been configured to delete cached profiles. These file deletions might cause stop error “0x5A (CRITICAL_SERVICE_FAILED)” boot failures.

  • Addresses an issue with creating null ports using the user interface.

  • Security updates to Windows App Platform and Frameworks, Microsoft Graphics Component, Windows Media, Windows Shell, Windows Cloud Infrastructure, Windows Fundamentals, Windows Authentication, Windows Virtualization, Windows Kernel, and Windows Storage and Filesystems.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

For more information about the resolved security vulnerabilities, please refer to the Security Update Guide.

Windows Update Improvements

Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.

Symptom

Workaround

After installing KB4493509, devices with some Asian language packs installed may receive the error, "0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND."

This issue is addressed by updates released June 11, 2019 and later. We recommend you install the latest security updates for your device. Customers installing Windows Server 2019 using media should install the latest Servicing Stack Update (SSU) before installing the language pack or other optional components. If using the Volume Licensing Service Center (VLSC), acquire the latest Windows Server 2019 media available. The proper order of installation is as follows:

  1. Install the latest prerequisite SSU, currently KB5005112

  2. Install optional components or language packs

  3. Install latest cumulative update

Note Updating your device will prevent this issue, but will have no effect on devices already affected by this issue. If this issue is present in your device, you will need to use the workaround steps to repair it.

Workaround:

  1. Uninstall and reinstall any recently added language packs. For instructions, see Manage the input and display language settings in Windows 10.

  2. Click Check for Updates and install the April 2019 Cumulative Update or later. For instructions, see Update Windows 10.

Note If reinstalling the language pack does not mitigate the issue, use the In-Place-Upgrade feature. For guidance, see How to do an in-place upgrade on Windows, and Perform an in-place upgrade of Windows Server.

When installing a third-party driver, you might receive the error, “Windows can’t verify the publisher of this driver software”. You might also see the error, “No signature was present in the subject” when attempting to view the signature properties using Windows Explorer.

This issue occurs when one or more of the following is present in a driver package:

  • An improperly formatted catalog file is identified during validation by Windows. Starting with this release, Windows will require the validity of DER encoded PKCS#7 content in catalog files. Catalogs files must be signed per section 11.6 of describing DER-encoding for SET OF members in X.690.

  • A driver catalog file extension is not one of supported extensions.

If this happens you should contact the driver vendor or device manufacturer (OEM) and ask them for an updated driver to correct the issue.

How to get this update

Before installing this update

Microsoft strongly recommends you install the latest servicing stack update (SSU) for your operating system before installing the latest cumulative update (LCU). SSUs improve the reliability of the update process to mitigate potential issues while installing the LCU and applying Microsoft security fixes. For general information about SSUs, see Servicing stack updates and Servicing Stack Updates (SSU): Frequently Asked Questions.

If you are using Windows Update, the latest SSU (KB4577667) will be offered to you automatically. To get the standalone package for the latest SSU, search for it in the Microsoft Update Catalog.
