ISSUE
When you click Rules > Manage Rules & Alerts..., the following error occurs:

Error: "The operation failed because of a registry or installation problem. Restart Outlook and try again. If the problem persists, reinstall."
The issue may occur after installing the following perpetual updates:

Outlook 2016: November Security Update KB https://support.microsoft.com/help/4461506.
-
Outlook 2013: November Security Update KB https://support.microsoft.com/help/4461486.
-
Outlook 2010: November Security Update KB https://support.microsoft.com/help/4461529.
The issue may occur after installing the following subscription updates and subsequent versions:

If you have a Microsoft 365 subscription (C2R) version installed:
This issue is fixed in the following Channel versions:

Current Channel Version 1812 (Build 11126.20266) and higher.

Semi-Annual Enterprise Channel (Preview) Version 1808 (Build 10730.20280) and higher.

Semi-Annual Enterprise Channel Version 1808 (Build 10730.20280) and higher. (For version supported until March 10, 2020)

Semi-Annual Enterprise Channel Version 1803 (Build 9126.2356) and higher. (For version supported until September 10, 2019)

Semi-Annual Enterprise Channel Version 1708 (Build 8431.2372) and higher. (For version supported until March 12, 2019)
To get the latest update immediately, open Outlook and choose File > Office Account > Update Options > Update Now.
